Scenario Planning for Workforce Development Report (2003)

In the years 2001 and 2002, Pathways 2020, the Cowlitz Economic Development Council and other business and community organizations sponsored a project to look at possible futures for Cowlitz County. A team of community volunteers met with numerous organizations and individuals to solicit their insights, premonitions, assumptions, suspicions and visions of the future. Scenarios were developed based on this input and the complete report is offered below in sections.
